Programmatic Prior Approval Overview

PURPOSE - This is meant to be a quick reference guide of common prior approval triggers and is not an all inclusive list. Please contact your Grant/Contract Administrator (GCA) for guidance or questions. In addition, for many federal sponsors the prior approval matrix may be helpful.

Change in Scope

• Significant change in the direction and/or design of research
• Addition of new factors such as animal or human research subjects
• A subaward not previously planned may constitute a change in the scope
• Significant budget changes may indicate a change in scope

Senior/Key Personnel Changes

• The absence for more than 3 months or a 25% reduction in time
• Addition or removal of senior/key personnel

PI Transfers

• When a PI is changing institutions, either leaving UNH or arriving – contact your GCA immediately

Extensions of Time

• The process is specific to the sponsor
• Programmatic, not merely financial, justification required
• Consider whether there is a need to rebudget

Export Controls

• Consider who you’re working with, where you’re going, and what you’re taking. Contact the Director of Sponsored Programs Administration for assistance

Subawards

• The process is specific to the prime sponsor
• Same prior approvals will apply to subawards
